Annual Distribution

Every institution of higher education is required to annually distribute in writing to each student and each employee:

  • standards of conduct that clearly prohibit the unlawful possession, use, or distribution of illicit drugs and alcohol by students and employees on the institution's property or as part of any of the institution's activities;
  • description of applicable legal sanctions under state, local, and federal law;
  • description of health risks;
  • description of available counseling, treatment, rehabilitation, or re-entry programs; and
  • clear statement that the institution will impose sanctions for violation of standards of conduct and a description of the sanctions.

Students who enroll or employees who are hired after the annual distribution must receive the information. 

Capitol Tech's Procedure for Annual Notice

The required statements are all included in the student handbook.  Each fall semester the student handbook is distributed in the following forms and manners:

  • Hard copy is distributed to all new students who attend a campus based orientation.
  • Hard copy is distributed to all residential students at check in.
  • Hard copies are available to be picked up in the Office of Registration and Records and the Office of Student Life.
  • An Electronic pdf copy is uploaded to the university website prior to the beginning of the fall semester.
  • A link to the electronic pdf copy is sent to all students, faculty, and staff via the student, faculty, and staff listservs after the last day to add a class.

All students including those who enroll after the annual notice receive a link to the student handbook in the Welcome to Capitol email that is sent to their CapTechU.edu email address when the email address is assigned to the student.  Email addresses are assigned at the time the student enrolls in classes. 

Availability of Biennial Review

Every institution is required to make available, upon request,  the information distributed to students and employees and the results of a biennial review of the institutions program. 

The Dean of Student Life and Retention is responsible for the annual distribution of the university policies and the development of the biennial review.  Questions related to these documents may be directed to the Dean of Student Life and Retention by emailing deanofstudents@CapTechU.edu, calling 240-965-2490, or writing to Office of Student Life, Capitol Technology University, 11301 Springfield Rd., Laurel, MD 20708.
