Annual Distribution

Every institution of higher education must distribute, by October 1 each year, a security report or a notice of the report to all current students and employees. This report is to include:

  • procedures for the reporting of crimes and emergencies including policies regarding the institution's response to such reports.
  • policies for making timely warnings.
  • policies for preparing the annual disclosure of crime statistics.
  • policies concerning security of and access to campus facilities and security considerations used in the maintenance of campus facilities.
  • list of the titles of persons or organizations to whom students and employees should report criminal offenses for the purpose of making timely warnings and statistics disclosures.
  • statement of whether the institution has polices or procedures regarding confidential crime reporting and description of those policies if they exist.
  • statement of the law enforcement authority of campus security and their relationship with state and local law enforcement agencies.
  • procedures for pastoral counselors or professional counselors to encourage confidential reporting of crimes.
  • type and frequency of programs designed to inform students and employees about campus security procedures and practices and to encourage individual responsibility for personal safety and the safety of others.
  • programs designed to inform students and employees about the prevention of crimes.
  • policy concerning the monitoring and recording through local police of criminal activity in which students engage in at off-campus locations of student organization officially recognized by the university.
  • policy regarding the possession, use, and sale of alcoholic beverages and enforcement of state underage drinking laws. 

Capitol Tech's Procedure for Distributing the Security Report

The required statements are all included in the student handbook.  The student handbook is distributed in the following forms and manners:

  • An Electronic pdf copy is uploaded to the university website prior to the beginning of the fall semester as part of the student handbook.
  • A link to the electronic pdf copy is sent to all students, faculty, and staff via the student, faculty, and staff listservs after the last day to add a class.
  • A hardcopy maybe requested from the Dean of Students.

All students including those who enroll after the annual notice receive a link to the student handbook, which includes the annual security report, in the Welcome to Capitol email that is sent to their CapTechU.edu email address when the email address is assigned to the student.  Email addresses are assigned at the time the student enrolls in classes.

The Student Right-to-Know and Campus Security Act, (Public Law 101-542) requires colleges and universities to report the following: (1) an annual campus security report to include crime prevention issues and sex offense policies (2) statistics on the number of specified crimes (murder, forcible or nonforcible sex offenses including rape, robbery, aggravated assault, burglary and motor vehicle theft) and the number of arrests for liquor law violations and weapons possessions, which have occurred on campus or reported to local police authorities.
